Congestion Charge exemption for electric and plug-in hybrid vehicles
Electric and plug-in hybrid vehicles (EVs and PHEVs) in London benefit from a 100% Congestion Charge discount, making them an attractive option for city driving. However, it’s important to note that this exemption is not automatic—you must apply in advance to qualify.
If your vehicle is leased, it remains your responsibility as the registered keeper to apply for the Congestion Charge exemption. Unfortunately, this is not something Commercial Vehicle Contracts can do on your behalf, but we’ve created this guide to make the process straightforward.
How to apply for a Congestion Charge exemption
The easiest way to apply is by creating a London Road User Charging account online. This account allows you to:
-
Apply for the electric vehicle Congestion Charge exemption
-
Renew your exemption easily online
-
Set up CC Auto Pay for up to five vehicles to automatically pay any charges at a discounted rate
-
Give up to five people access to your account to manage vehicles
-
Apply for Fleet Auto Pay, an automated solution for businesses with six or more vehicles
-
Store your contact and vehicle information to simplify payments and renewals
Sign up for a London Road User Charging account to apply for and manage your Congestion Charge exemption.
Documents required when applying for an EV Congestion Charge exemption
To prove eligibility, you will need the following documents:
-
DVLA V5C vehicle registration certificate (logbook)
-
Conformity certificate for plug-in hybrids (except the Mitsubishi Outlander PHEV)
These documents can be uploaded during your online application or submitted later via post or email.
How to register a leased vehicle for the Congestion Charge exemption without a logbook?
Leased vehicles do not normally come with a V5C document, as the funder retains it. However, leased EVs and PHEVs are still eligible for the Congestion Charge exemption.
Transport for London (TfL) has confirmed that a copy of the lease agreement can be used instead of the V5C. You can register your leased vehicle as soon as it is delivered—there’s no need to wait for the logbook to arrive, which can sometimes take up to three weeks.
Congestion Charge registration fee

Cost: £10 per vehicle

Renewal: Annually
While waiting for your exemption confirmation, you must continue to pay the daily Congestion Charge if driving within the zone. Confirmation of your exemption usually takes up to 10 working days. Failing to pay during this period may result in penalties.
Renew your Congestion Charge discount
A notification will be sent before your exemption expires. You can then renew online to maintain your 100% discount. Setting up an online account makes this process simple and ensures you avoid unnecessary charges.

Driving an electric or plug-in hybrid vehicle in London can save you money with a 100% Congestion Charge exemption. By applying early and keeping your account up to date, you can enjoy the benefits of EV ownership without incurring unexpected fees.
