From October 1, 2026, Northern Ireland will become the first region in the UK to roll out a graduated driver licensing system for new drivers and motorcyclists. The initiative is designed to reduce fatal and serious road accidents involving young people and is being hailed as the biggest reform to driver licensing in nearly seven decades.
Under the new rules, learner drivers must wait at least six months after receiving their provisional licence before taking a driving test. During this period, they must complete 14 training modules, which need to be signed off either by a certified driving instructor or a supervising driver, such as a parent or guardian.
Once fully licensed, young drivers under the age of 24 will face restrictions on passengers during their first six months. Specifically, they may only carry one passenger aged 14 to 20 between 11 pm and 6 am. Immediate family members are exempt, and the restriction does not apply if a passenger aged 21 or older, who has held a licence for at least three years, sits in the front seat.
Learner drivers will also be allowed to drive on motorways when accompanied by an approved instructor, and after passing their test, they can drive on motorways at the posted speed limits.
Another change involves the ‘R’ plate requirement, which will now last for 24 months after passing the test. A different-colored ‘R’ plate will indicate a driver in the initial six-month period of full licence holding.

Infrastructure Minister Liz Kimmins described the reforms as “the most significant changes to driver licensing and testing in almost 70 years,” highlighting that young drivers are disproportionately affected by serious accidents.
In 2024, 164 people were killed or seriously injured in Northern Ireland in collisions caused by drivers aged 17–23. Despite this age group holding only 8% of licences, they accounted for 24% of fatal or serious collisions.
Kimmins added: “Behind these numbers are too many shattered lives. The goal of learning to drive should be to develop safe, responsible drivers, not just people who can pass a test.”
While the UK Government’s recent road safety strategy mentioned consulting on a minimum learning period for new drivers, it did not commit to implementing a full graduated driver licensing system. Ross Moorlock, CEO of the road safety charity Brake, welcomed the minimum learning period but stressed the risks young drivers face, especially at night or when carrying peer-age passengers.
Currently, new drivers in the UK are subject to probationary rules under the Road Traffic (New Drivers) Act 1995. During their first two years, they face a lower penalty point threshold: accumulating six points results in licence revocation, requiring them to reapply for a provisional licence and retake both theory and practical tests.
Northern Ireland’s move represents a significant step toward safer roads for young drivers, setting it apart from the rest of the UK, where similar measures have so far been ruled out.
